Why poorer are not given ICSE education?

Education for all... ICSE, IGCSE... For poorer and needy . Poorer children are deprived of Education. Injustice on the childhood. EDUCATIONAL & EMPLOYMENT RIGHTS ARE AFFECTED MAKINNG THE YOUTH HELPLESS.
